　　1、志愿服务精神是指一种精神体现，志愿服务的精神概括起来是：奉献、友爱、互助、进步。提出者是前联合国秘书长科菲·安南，表达了人们对志愿服务的由衷赞美。

　　2、联合国前秘书长科菲尔安南在“ 2001 国际志愿者年”启动仪式上的讲话中指出：“志愿精神的核心是服务、团结的理想和共同使这个世界变得更加美好的信念。从这个意义上说，志愿精神是联合国精神的最终体现。”这句话指出了志愿精神的本质，表达了人们对志愿服务的由衷赞美。

（二）创建文明城市志愿者活动有哪些

　　1、为切实加强志愿服务工作，展示志愿服务风采，推进文明城市创建工作，市文明办按照第30个国际志愿服务日有关要求，决定从12月10日至12月30日，组织全市广大志愿者和志愿服务组织，集中开展为期20天的宣传及便民志愿服务活动。

　　2、活动号召全市各级文明单位、机关团体，要紧密结合自身工作特点，充分利用文明使者志愿服务站的功能，坚持“走上街头、走进社区、走近群众”，采取定时服务和预约服务相结合的方式，特别是与群众的衣、食、住、行息息相关的医疗、法律等专业志愿服务队，要在社区挂牌设站、明确服务内容和联系方式，安排志愿者长期轮流在社区一线开展便民服务。

　　3、城市出入口、交通要道及广场景区的文明使者志愿服务站，全部要配置装有急救、常用药品及老花镜、针线包等日常生活用品的便民箱，并有开封市公交线路图及市内主要旅游景点的宣传手册。交通要道的文明使者志愿服务站重点要开展文明交通活动，协助交警及协管员劝助行人、车辆文明行车、礼让斑马线。通知要求各区文明办要做好宣传、便民志愿服务活动的对接及协调督导工作，在第一批、第二批文明使者志愿服务站示范点的基础上，按照属地管理原则，进一步完善志愿服务网点，确保社区及验收点志愿服务人员到位、着装统一，站点设置及时，帐篷桌凳齐全。
